WebANETs original goal for GW2 was an ever evolving world where story changes affected the live world (living world) however this had the impact of FOMO. Changing to living story seems like a Band-Aid. One or two short dlcs to tie expansions together is ok I guess but 6 DLC between expansion release is a bit excessive.
